What happens when I use up my daily data in Saudi Arabia?

On daily plans the speed reduces to 128 kbps but the connection stays up, so messaging and maps still function slowly rather than cutting out entirely. Total-data plans stop once the allowance is gone. Unlimited tiers are not throttled.

Do these plans include phone calls?

No. They are data plans. Voice and messaging work through apps such as WhatsApp, LINE and FaceTime rather than a traditional voice line.
