Best Russia eSIM 2026: The 24-Hour Foreign SIM Block, and How to Plan Around It
The old advice for Russia — land, walk to a kiosk, buy a local SIM — stopped working in 2025. Foreign nationals now need a SNILS number, a notarised translation of their passport, an active Gosuslugi account and biometric verification before an operator will sell them a contract. Law firms tracking the change put the full process at up to two weeks. For anyone visiting for a week, that route is closed.
Which makes the real question different from what it used to be. It is not whether to use a Russia eSIM — it is what else you need to know before you rely on one. This guide covers the three things that actually shape your first day: the 24-hour data block on foreign numbers, how the plans are structured, and which messaging apps no longer work inside the country.
Russia eSIM 2026: the short answer
- ✅ Do not assume a Europe plan covers it. Russia sits outside the 42-country Europe bundle and needs its own profile. This is the single most common mistake.
- ✅ Plan for a first day without mobile data. Foreign SIMs and eSIMs face a 24-hour restriction on arrival. It applies to every foreign number, not to one provider. Details below.
- ✅ Buy more days than you think you need. Plans run 7, 10, 15 or 30 days. Moscow–St Petersburg itineraries slip easily, and the step up in duration is usually small.
If you just want a plan chosen for you: a 10GB total-data plan, or 1GB per day, is enough for ordinary sightseeing. Move up if you tether a laptop or share the connection with travel companions.
Covers Moscow, St Petersburg and the journey between them. Per-day plans throttle instead of cutting off, so maps and messaging keep working. QR code by email in about 10 minutes, with a refund guarantee if it will not activate.

This is the part most guides still leave out, and it has nothing to do with which eSIM you buy.
Since 1 October 2025, any foreign SIM or eSIM connecting to a Russian network enters a 24-hour cooling period during which mobile data and SMS are restricted. Voice calls continue to work. From 10 November 2025 the same rule was extended to Russian subscribers returning from abroad, or whose number has been dormant for more than 72 hours.
Can it be lifted early?
Since 21 November 2025 operators have offered a verification route: turn off any VPN and WiFi, open the link that arrives by SMS, complete a simple image check on the operator's page, then toggle airplane mode to reconnect. Plenty of travellers report it clearing in a few minutes.
It is not reliable, though. Reports through 2026 include people who simply had to wait out the full day. The sensible plan is to treat your first day as offline rather than betting on the verification page working when you need it.
What to do before you land
- ✅ Download offline maps of Moscow and St Petersburg before you fly (Google Maps offline areas, or Yandex Maps offline packs).
- ✅ Screenshot your airport-to-city route and your hotel address in Russian. Screenshots survive with no connection; cloud documents do not.
- ✅ Save booking confirmations and boarding passes as offline files.
- ✅ Airports, hotels and large shopping centres have WiFi. Bridging the first day on WiFi is entirely workable.
Knowing this in advance is the difference between a mild inconvenience and standing in an arrivals hall convinced your eSIM is broken.
Russia eSIM vs local SIM vs roaming: how to get online
| Option | Available to visitors? | Lead time | Best for |
|---|---|---|---|
| Russia eSIM bought abroad | Yes, ordered online | Scan a QR code before you fly | Almost every visitor |
| Local operator SIM | SNILS, notarised passport translation, Gosuslugi account, biometrics | Up to two weeks | Long-term residents and postings |
| Roaming on your home plan | Yes, but subject to the same 24-hour block | Nothing to do | One or two nights where cost is irrelevant |
| WiFi only | Yes | Nothing to do | Fully guided trips with little independent movement |
Once the registration bar went up in 2025, this table really only has one answer. The value of an eSIM here is not price — it is that your number stays foreign, you travel on roaming, and you never sign a Russian contract or hand over biometric data.
Russia eSIM plans: data and duration
- ✅ Total data: 10GB or 20GB. When it runs out the line disconnects and you buy again.
- ✅ Per day: 1GB, 2GB or 3GB a day. Running out throttles you to 128 kbps rather than cutting off, and full speed returns the next day.
- ✅ Unlimited: for people who would rather not think about it — laptop tethering, or one phone sharing to a group.
- ✅ Duration: 7, 10, 15 or 30 days, counted in 24-hour blocks from first connection in Russia.
How much will you actually use?
- ✅ Maps, messaging and lookups: roughly 0.5–1GB a day
- ✅ Plus photo uploads and the odd short video: 1–2GB a day
- ✅ Video on the train, video calls home, tethering: 2GB+ a day, at which point unlimited is simpler
The Sapsan between Moscow and St Petersburg takes about four hours, and that is exactly when people catch up on downloads and video. One train ride can swallow a whole day's allowance, which is a good argument for a per-day plan over a total-data one if your itinerary includes long legs.
What is blocked in Russia: plan your messaging before you go
None of this depends on which SIM you carry — it is country-level filtering — but it decides how you stay in touch. As of the first half of 2026:
- ✅ Instagram and Facebook: blocked since March 2022
- ✅ WhatsApp: fully blocked since February 2026
- ✅ Telegram: blocked from mid-March 2026
- ✅ YouTube: throttled through 2025, effectively unusable from early 2026
Separately, Moscow and several regions have seen repeated localised mobile internet shutdowns since March 2026. These are network-level measures and they affect local SIMs and foreign eSIMs alike.
Two things to sort out before departure: agree a contact method with people at home — email, iMessage, or a scheduled voice call are all steadier than hoping an app still resolves — and get offline maps and key documents onto the phone itself. Do those and the filtering becomes an annoyance rather than a problem.
Russia eSIM coverage: Moscow, St Petersburg and the route between
- ✅ Central Moscow and the metro stations: no real issues for ordinary use. Signal drops in the running tunnels, as it does on most metro systems.
- ✅ Central St Petersburg: Nevsky Prospekt, the Hermitage and the Peter and Paul Fortress are all well covered.
- ✅ The Moscow–St Petersburg corridor: mostly covered along the rail line, with speed dips through the emptier stretches. That is the state of the corridor, not a fault in the profile.
- ✅ Golden Ring towns and outlying sights: download offline maps rather than relying on live navigation.
If your trip continues into Europe, remember that Russia is excluded from the Europe bundle. Pick up a Europe eSIM for that leg — both profiles can sit on the same phone and you switch between them.
How to install a Russia eSIM
Install while your phone still has internet, so do it at home or on airport WiFi on the day you fly — not after you land.
Screenshots for each step: eSIM installation guide. Note that eSIM does not work on iPads, tablets, contract-locked, modified, jailbroken or rooted devices.
Russia eSIM FAQ
Does a Europe eSIM work in Russia?
No. Russia is not on the 42-country Europe list and needs a dedicated Russia eSIM. For a trip covering both, install both profiles and switch on arrival.
Is the 24-hour restriction a fault with my eSIM?
No. It is a Russian rule applied since October 2025 to every foreign number, and to local numbers returning from abroad. Voice calls still work; mobile data and SMS are suspended, and in many cases can be released early through an operator verification link sent by SMS.
Can I share a hotspot from a Russia eSIM?
Yes, though not every handset handles tethering reliably, so one eSIM per phone is the safer setup. For sustained laptop tethering, the unlimited plan is a noticeably better experience.
What happens when the data runs out?
Per-day plans throttle to 128 kbps without disconnecting and recover at 00:00 UTC+0. Total-data plans disconnect and need to be replaced.
Can I install it before I travel?
Yes, and you should. The day count starts when the line first connects to a network in Russia, not when you scan the code, so installing early costs you nothing.
Which messaging apps still work in Russia?
WhatsApp, Telegram, Instagram and Facebook are all blocked as of 2026. Email and iMessage remain the practical fallbacks. Agree a method with people at home before you leave rather than finding out on arrival.
