Bali Arrival 2026: How to File All Indonesia, Plus e-VOA and the Tourist Levy

Bali takes more preparation than most people expect, and the rules changed again in August 2025. Indonesia has merged what used to be three separate systems - the SATUSEHAT Health Pass, the electronic customs declaration (e-CD) and immigration data - into a single platform called All Indonesia. This guide covers how to file it, how the e-VOA visa works, and the Bali-only tourist levy that catches people out at the airport.

The third item is the one most often missed. The levy is Bali-specific - it does not apply to other Indonesian cities - and plenty of travellers only find out about it at the airport.

How to file the All Indonesia arrival card

All Indonesia Arrival Card (AIAC) is the government's single-window arrival platform. Since August 2025 it has replaced three previously separate systems:

The timing limit matches Thailand and Vietnam: it can only be filed within three days (72 hours) of arrival, so filing far in advance is not possible. A day or two before departure is the practical window.

The Bali tourist levy: how much and how to pay

Travellers entering Bali on a tourist visa must pay a levy of 150,000 IDR (around US$9) per person, per entry. It can be paid online in advance or on arrival, and paying online avoids queueing at the airport.

This charge is separate from the visa and from the customs declaration - none of them substitutes for the others. Payment generates a voucher, so screenshot that along with everything else.

Bali needs data more than most destinations

Bali's attractions run from the southern beaches through Ubud in the centre and further north. Whether you use a driver, a scooter or Gojek, everything depends on navigation. Add these scenarios:
